There can also be a minimum level amount that can show as a third requirement but usually that one is already achieved and left unseen. It says I need 27 more neighbors to expand. I already have 26, do I really need 27 more? That is a glitch in wording. What it should say is you need to have the number listed in total, not on top of what you already have. In the example above you would only need 1 more neighbor to meet the requirement. The expansion happens inside the garden fence, not outside.
When you expand, you should notice a green row of squares on the bottom and left sides of your garden inside the fence. What is the maximum expansion and will there be more added? Players do not automatically receive time crystals at the start of a crystal chapter. This is a misunderstanding of this goodwill feature. When a new Time Crystal chapter is released, the game checks to see how many time crystals you have. If you have less than 20 when it checks, then the game will give you some time crystals. If you had more than this amount when the game gives crystals, then you would not receive any more. If you had some crystals, you would only receive a few crystals so you have enough to open the chapter and play a few scenes.
When a chapter ends, what happens to my leftover Time Crystals? You get to keep all of your Time Crystals. They can be used to play Time Crystal Chapter scenes you have unlocked and to build and upgrade Time Crystal Buildings that you have earned.
